This service provides comprehensive support to parents and families to help maintain a safe, stable, and healthy home environment, thereby preventing the removal of children. Areas of focus often include housing stability, financial support, employment assistance, transportation, mental health services, and co-parenting education. Education on child development, child safety, and positive discipline are also components of the service.
Provides direct support to children in foster care and their foster families, helping to maintain placement stability and avoid unnecessary transitions.
Designed to assist in the child’s transition to a permanent living situation, this service supports both the child and caregivers before and after custody is transferred. It includes transition planning, parent education, connection to community resources, and ongoing stability support. Services are structured to preserve placement and support the transition of placement for all parties involved. This service and take place with the birth family, kinship placement, or adoptive family.
This educational service supports adopted children who are struggling with behaviors in the adoptive home to preserve placement.
A non-clinical evaluation that includes observation of family dynamics, environmental factors, and behavioral needs. The assessment informs service recommendations and includes consultation with the referring agency to support family stabilization.
Individualized educational sessions are tailored to meet the specific needs of each child and family, with the goal of enhancing parenting skills and overall family functioning.
Valley Family Support Services provides Kinship Support Services to promote stability, permanency, and well-being for children placed with relatives or fictive kin. This service provides targeted, community-based supports that help prevent placement into foster care while maintaining supportive connections. Services include individualized goals, connections to financial, legal, and behavioral health services. Additionally, this service provides access to parenting education. We work collaboratively to ensure kinship caregivers receive the assistance necessary to maintain safe, stable placements and improve long-term outcomes for children in their care.
This specialized service is often a continuation of the Two Parents, Two Homes co-parenting class and is designed for caregivers experiencing ongoing, high levels of conflict. The focus is on helping co-parents navigate difficult interactions while prioritizing the best interests of their child(ren). Participants typically begin with a series of individual sessions to explore personal communication patterns and emotional triggers. This is followed by facilitated joint sessions where co-parents learn, practice, and apply conflict resolution strategies in a structured and supportive environment. The goal is to improve cooperation, reduce tension, and foster healthier co-parenting dynamics for the benefit of the child.
Parenting to Your Child's Needs is a uniquely designed, hands-on learning experience. In addition to Parenting Education, parents are coached and taught about meeting their child’s needs. This service can take place in the home and/or community settings. The duration of the service is determined by the parties requesting the service, which could occur in a few or multiple sessions. Parents will receive a certificate upon completion, with the number of sessions and the topic areas covered.
This service offers a positive mentoring relationship aimed at improving the overall well-being of the youth. An adult role model provides consistent support across multiple life areas, helping the youth build confidence, resilience, and healthy decision-making skills. Services may include the development of independent living skills, as well as targeted support in building social skills and learning emotional regulation strategies. Mentors work alongside the youth to promote personal growth, stability, and future success in both home and community settings.
Services are designed to enhance academic achievement and improve educational outcomes for youth experiencing academic, emotional, or behavioral challenges that impact school performance. Services are strength-based and can take place either in the home or in an office setting, depending on the needs and preferences of the family. Individualized one-on-one support focuses on core academic subjects such as math, reading, writing, and science, while also addressing skill-building in organization, time management, and study strategies. Providers align support with school curricula, IEP or 504 plans, and specific learning goals to ensure consistency and relevance. Youth receive assistance with homework, test preparation, and remediation or enrichment activities tailored to their academic level. Progress is monitored regularly, and providers collaborate with caregivers, educators, case managers, and child study teams to support educational planning and goal attainment. The service aims to increase academic confidence, promote engagement in school, improve performance, and support long-term academic success.
Supervised visitation is provided in the office, home or community. However, service location is dependent upon the court order. This service provides sight and sound supervision to maintain a positive visiting environment for the parent/family member and child(ren). No parent coaching or parenting education is included, but if necessary, intervention will occur if there are safety concerns or the court order is being violated.

Interactive Parenting Support (IPS) services provide visitation opportunities for children and their parents. IPS encourages positive, active interactions between parents and children, while offering modeling and educational interventions as needed during visits. This service includes parent coaching during supervised interactions with their child(ren). Visits may take place in the home, at the VFSS office, or in a community setting. Different levels of supervision may be offered to meet the specific needs of each family.
Private pay supervised visitation typically refers to a child custody arrangement in which a non-custodial parent visits with their child under the supervision of a neutral third party. These visits are arranged and paid for privately, without involvement or funding from the court or public agencies. These visits are not court ordered by may follow a court order or guidance from a Guardian ad Litem (GAL). Supervised visitation ensures the child’s safety and well-being while allowing the parent-child relationship to continue in a structured environment. The visit supervisor documents and observes interactions.. Supervised visits can take place onsite at the agency, in the community, or in the home. However, visit location and type of visitation is determined by the court order and/or the GAL.

This court-approved class, taught by a Virginia Supreme Court-certified educator, helps caregivers navigate the challenges of co-parenting from separate households. Topics include child development, communication techniques, conflict resolution, and supporting children through transitions. Classes are offered bimonthly and require a minimum of three participants.
NO COST Peer support and resources group offered to grandparents raising their grandchildren and kinship caregivers. This group takes place on the second Saturday of the month from 11 am-12 pm at the VFSS office. Childcare is provided at no cost.
Targeted toward school-aged children and adolescents, this class teaches emotional self-regulation and positive social interaction skills using the Zones of Regulation curriculum.
This group-based educational program introduces evidence-based parenting strategies and child development principles. It is based on The Incredible Years curriculum, supporting positive parenting and behavioral outcomes.
